New SeaBus will continue existing ferry service to North Shore
The announcement was made by TransLink COO Doug Kelsey which will see the existing MV Burrard Beaver ferry service retired from service when the new vessel arrives in 2014.
The $25 million project expected to be operational by fall of 2014, will serve as the second vehicle on the route alongside the MV Burrard Pacific Breeze which began operations in 2010.
TransLink estimates the SeaBus service carries six million passengers each year.
The old MV Burrard Beaver ferry running since 1976, although considered safe, was deemed to have reached the end of its life. It will remain as a reserve vessel and will be available for emergency use. The older MV Burrard Otter will be retired from service completely.
The new SeaBus is expected to be more efficient and exceed current safety and environmental standards.
The project was approved in 2009 as part of the Translink Funding Stabilization plan and has been confirmed in the plan for 2013.“Building a new SeaBus has been part of our plan since 2009 and will ensure continued quality transit service for people on the North Shore,” said Kelsey. “While today’s assets are safe, the replacement ferry will meet contemporary standards, run more efficiently and help keep the air clean.”
The new SeaBus is expected to be similar to the Pacific Breeze with updates to improve fuel efficiency and emissions. TransLink expects significant improvements to their environmental footprint, with the new SeaBus producing less carbon dioxide, carbon monoxide, hydrocarbons, smoke and particulate matter and using less fuel than older vessels.

Irving Shipbuilding presses Ottawa on Arctic ship deal

HALIFAX —The president of Irving Shipbuilding Inc. is applying pressure on Ottawa to sign a contract on design work for eight new Arctic patrol ships.
Steve Durrell said Friday unless the contract is signed and engineering work begins by January, the company’s Halifax Shipyard will have a tough time meeting its goal of cutting the first steel for the project in 2015.
“We’ll be looking at this day by day,” he said. “If it gets delayed a month, it will delay the program a month.”
Durrell set the deadline during a briefing that marked one year since the federal government awarded the shipyard a $25-billion contract to build 21 combat vessels over 30 years.
“We are definitely not waiting to get started,” he said. “We are doing everything we can to advance the timetables and begin building vessels for Canada as quickly as possible.”
The company is still negotiating two contracts with Ottawa — one for design work and the other for the actual construction of the patrol ships.
Durrell repeated his company’s promise to have the first patrol vessel built by 2018, which is already three years behind the original schedule.
The ships, first announced in 2007, were projected to cost $3.1 billion to build and $4.3 billion to maintain over their expected 25-year life cycle. Durrell declined to say whether he thinks the costs would rise in the years to come.
The business executive, speaking to reporters at the sprawling shipyard on the Halifax waterfront, also made a pitch to Ottawa concerning the maintenance contract, which has yet to be awarded.
Earlier this week, documents obtained by The Canadian Press revealed the patrol ships will cost more to maintain because National Defence won’t be signing a long-term service contract until the ships are well into construction.
An internal briefing to former associate defence minister Julian Fantino last fall said the project was full of financial questions, starting with the actual cost of building up to eight warships.
Durrell said the final costs have yet to be negotiated. He said the cost of design work will be revealed early next year, but the cost of construction won’t be known until
2015.

me be perfectly clear, I`m not against jobs but there is something

because she was desperate for a good news story, she pretended the BC
Liberal Government actually assisted Seaspan in winning the contract,
when in fact it was the BC NDP that made the phone calls and assisted
Seaspan, Hansard will indeed reveal those facts..

As you can see, the Irving Shipyard has been stalled, delayed and it appears that steel isn`t even being cut until 2015...

The Arctic Offshore Patrol Ship Project is a Government of Canada procurement project for the Royal Canadian Navy (RCN) that is part of the National Shipbuilding Procurement Strategy.In July 2007 the federal government announced plans for acquiring 6-8 icebreaking vessels for the RCN.[1][2][3][4][5][6][7]
The vessels are to be based on the Norwegian Svalbard class and as of 2007 are projected to cost $3.1 billion CAD to construct with a total project procurement budgeted to cost $4.3 billion in order to cover maintenance over the 25 year lifespan of the vessels.[8]

In 2006 Prime Minister Stephen Harper had spoken about building three to four icebreakers capable of travelling through thick ice in the Arctic Ocean.[9][10][11]In 2007 it was announced that the Canadian Forces would purchase six to eight patrol ships having a polar class of PC-5, meaning that they were capable of limited ice breaking.[12]
This announcement was met with some controversy, and the proposed ships have been called "slush-breakers", by Dr. Gary Stern, a scientist aboard CCGS Amundsen, and Jack Layton of the NDP.[13][14] However, it is notable that of the nineteen Canadian Coast Guard icebreakers currently in service, only six have a polar class higher than PC 5.[15]
In 2010 the Arctic Patrol Ship Project was grouped with several other federal government ship procurement projects for the Royal Canadian Navy and Canadian Coast Guard into the National Shipbuilding Procurement Strategy. The NSPS announced on October 19, 2011 that Irving Shipbuilding would be awarded the $25 billion contract for building six to eight Arctic patrol ships as well as fifteen other warships for the RCN over the next two decades.[16]
Design
The vessels' design was initially intended to incorporate a conventional icebreaking bow for cruising, and would have proceeded backwards for breaking heavy ice. The vessels' stern would have been designed for ice breaking and they would have employed azimuth thrusters for propulsion and for chewing through resistant ice. However, due to cost constraints, a conventional bow-first design was chosen for both light and heavy icebreaking. The propulsion would be provided by diesel-electric twin shafts with bolt on propellers, similar to existing Canadian Coast Guard icebreakers.The vessels will have a hangar and flight deck capable of employing and maintaining the same maritime helicopters as the RCN's other vessels; the CH-148 Cyclone when it enters service with the Royal Canadian Air Forces (RCAF), as well as the CH-149 Cormorant.[7]
In 2008, a contract was awarded to BMT Fleet Technology and STX Canada Marine to assist in developing technical specifications and a design for the project. The technical specifications were to be used to draft a Request for Proposals. The government later awarded a design contract to BMT Fleet Technology and STX Canada Marine to develop the design of the vessel for issue to the selected NSPS proponent.

This latest crime has not made me sad, it`s made me angry, no new law tomorrow will change anything, 300 million guns in the USA, millions more made yearly, bigger, faster, quieter, ..
And what angers me most, no political party will take a stand against the NRA, all fear losing the gun toting minority vote..

The gun lovers can claim only criminals kill people not guns all they want, however...

Toronto, December 12, 2012 -- "Moody's Investors Service has revised the outlook on the Province of British Columbia's Aaa issuer and debt ratings to negative from stable, affecting approximately CAD39.8 billion in debt securities.
RATINGS RATIONALE
"The negative outlook reflects Moody's assessment of the risks to the province's ability to reverse the recent accumulation in debt with the softened economic outlook, weaker commodity prices and continued expense pressures," said Moody's Assistant Vice President Jennifer Wong, lead analyst for the province.
In the province's second quarter report, released in November 2012, the Economic Forecast Council (group of private economic forecasters) revised its forecasts down for provincial growth in 2012 and 2013 to 2.1% and 2.2% from 2.2% and 2.5%, respectively. The slowing in the provincial economy, continued weak natural gas prices and delay in the expected sale of the province's Little Mountain property have translated into a wider deficit for the 2012-13 fiscal year. The deficit is now projected to be C$1.5 billion (3.5% of revenues), compared to C$1.0 billion forecast at budget time. With the posting of operating deficits in recent fiscal years along with significant capital expenditures"

So in a 1 week period we have our Auditor General calling this year`s deficit $1 billion dollars higher than forecast and today Moodys downgrades our debt from stable to negative and doubts that natural gas prices will rise and change our near future fortunes, all the while public airwaves are blasting propaganda at best and more likely false advertising at worst..
Even Keith Baldrey is finding it difficult to hold back the laughter..

The government publishes a three-year fiscal plan with every budget, so it's actually possible to see what his planned budget will look like. And it exposes several large holes in de Jong's forecast.
For example, the fiscal plan projects revenues from natural gas royalties to exceed $600 million next year, at a time when revenues in that area have been declining as a glut of natural gas on the North American market has meant lower sales and depressed prices.
This year, natural gas revenues are now expected to be just $157 million, down from a forecast of almost $400 million."

fiscal year 2009/2010 conclusively prove that the pre-election fiscal
plan foisted on British Columbians by Premier Gordon Campbell and his BC
Liberals on Feb 17, 2009 was the worst -- the most egregious, the most
deceptive -- "Fudge-it Budget" in provincial history.
The public accounts show
that the Campbell Liberals inflated revenues in Victoria's main
operating account, the Consolidated Revenue Fund (CRF), by a stunning

The deficit timeline(2009)
- Feb. 17: Finance Minister Colin Hansen introduces a budget for 2009/2010, projecting a deficit of $495 million.
- April 14: The provincial election campaign begins.
- April 23: After an election debate, Gordon Campbell tells reporters, "The deficit for 2009/10 will be $495 million maximum."
- Mid-campaign: The finance minister has what he later describes as a casual conversation with his deputy minister. The deputy tells him the revenue estimates in the budget may be off by $200 to $300 million. Hansen tells neither the premier nor the public of the conversation.
- May 12: The B.C. Liberals are re-elected with a majority.
- Later that week: Ministry officials do formal projections and confirm the shortfall now stands at 1.1 billion. Again, the public is told nothing.
- Late May: Hansen says he had a discussion around this time with the federal government about introducing the HST in B.C. in exchange for $1.6 billion, but said nothing to the public at the time.
- June 10: Hansen is once again sworn in as finance minister. He tells reporters, "Given what we know today, if I were in a position to table a budget today, it would be a deficit of $495 million or less."
- July 9: Hansen finally admits he won't meet the deficit target saying, "I can no longer say that I'm optimistic."
- July 23: Hansen and Campbell announce the province will introduce the new Harmonized Sales Tax in July, 2010. The province will receive $1.6 billion from the federal government to ease the transition.
- Aug. 20: Hansen says the province will have to amend its balanced budget law to run a deficit for four years, rather than two.
- Sept. 1: Hansen introduces a fiscal update that projects a deficit of $2.8 billion. He reveals the conversation he had with his deputy during the election campaign in which the deputy warned of the shortfall in revenues.
- Sept. 2: Hansen reveals ministry officials told him after the election that the shortfall had grown to $1.1 billion, but says he still thought the deficit target was achievable, since by this time he knew of the possible offer of $1.6 billion from Ottawa to implement the HST.
